Total Cost of Ownership captures the full economic impact of a system or service over its useful life, including licensing, hardware, operations, maintenance, training and decommissioning. For resilience, it includes the cost of outages and recovery efforts as well. Consensus is that TCO should guide architecture and tool decisions, balancing resilience, performance and cost rather than optimising only for upfront price.
